The primary object of the CONSULTING ENGINEER SERVICES delivered during the Construction process is:
• To ensure constant control (SUPERVISION), management and coordination of the activities of all Contractors, Sub-contractors, and Suppliers throughout the Project implementation until its completion, commissioning and start-up.
Our activities aim to achieve the following goals:
• Compliance with the time limits for the Project implementation stipulated in the Schedule and the approved Budget, as far as this is within the Consulting Engineer’s reasonable control, and conformity with the performance and quality standards coordinated with and approved by the Investor;
• Negotiation of optimum prices for all construction and assembly works;
• Risk planning to a maximum extent and minimisation of any unforeseen circumstances and incidental expenses.
The CONSULTING ENGINEER SERVICES provided during the Project construction can be provisionally divided into two main groups:
• Selection of all Contractors, Sub-contractors, and Suppliers needed for the Project implementation
• Coordination and control over the activities of all participants in the investment process.
The CONSULTING ENGINEER SERVICES and our specialists’ work will involve the following activities:
• Preparation of a set of Technical Specifications for all civil and assembly works described in the design documentation in conformity with the Bulgarian legislation, the EU Quality Directives, the state of the art in the construction of similar projects, and the latest technical and technological innovations;
• Drafting of standard Construction Agreement and Procurement Agreement documents compliant with the contractual conditions of the International Federation of Consulting Engineers (FIDIC) and adapted to the effective Bulgarian legislation;
• Preparation of the Tender documentation needed for the selection of a Construction Contractor and/or Supplier for all types of construction and assembly works, including Instructions for Participation in the Tender, the Technical Specifications that will guide the respective works, Bills of Quantities (in a form enabling comparison of the bids), and any other documentation related to the tender;
• Preparation of a list of reputable contractors having the requisite expertise and resources to perform the tasks and relevant experience in the successful implementation of similar projects, with regard to the specific character of the particular tender;
• Analysis of the offers received and using the analysis results as a basis for the preparation of a Report indicating the most suitable Contractor and/or Supplier to be selected;
• After additional negotiations with the short-listed participants in the tender and taking into consideration the Investor’s final decision, drafting of a final Agreement with the Construction Contractor and/or Supplier and submitting it to the Investor for approval and signature.
